According to their site (http://www.vicroads.vic.gov.au/Home/Registration/PermitsModificationsAndDefects/UnregisteredVehiclePermit.htm) it varies by where the car is garaged. I don't recall them being overly expensive. Also make sure to read the conditions. Huw Quote
