Good luck with rubbing that down to paint it after being coated with POR 15. Might have to adjust your asking price.

Why would you rub it back, that defeats the purpose of it as it's a sealant. You are meant to rough it up then coat it with POR tie coat (high build) primer, then you can top coat it with any type of paint.

I'm with Peter, one never knows what is hiding under any coat of paint POR or whatever nor whether the prep to the bare steel was done correctly. To just paint over the second or third-hand-applied and by now old primer would be very risky and cutting corners. Bonnets in particular cop a lot of heat from both sides and are the most visible panels so paint prep has to be perfect. A person wishing to use the panel would be prudent to strip it back to bare metal both sides and start afresh.

I have had one experience with POR15 and would never use it again. Penatrol is my choice now For rust prone areas. Why anyone would coat the outside panel with Por 15 is beyond me.

You mustn't have prepped it correctly, plenty people have used this stuff for years with no issue.

Ive got KBS rust seal which is quite similar to POR15 inside and out on my car. Been painted for over 3 years and not a single issue. The prep before you even apply the stuff is extensive. Sand, degrease, acid etch. But i thinned and sprayed mine rather than brush it on like ive seen some do.

 

Can't vouch for the application on this bonnet though.

I was under the impression that you could KBS/POR-15 with correct prep, scuff with 5-600grit and epoxy prime over it. This is assuming that you have no filler of course. If I was buying a panel of any sort I would want to see it in bare metal no matter what sort of paint it has bar maybe original paint (Which would be hard to prove anyway)
