Hard to get to surface rust

Hi, have surface rust in the plenum chamber and not sure how to treat it. Any help much appreciated.

Emery tape, a wire bush, then apply a rust converter.
Let that dry for 24 hours, then paint in there with with a Urathane - I like KBS Rust Seal in Silver.
