It's not hard and doesn't take long to take it apart and paint strip it to bare metal. Any surface rust on the slats can be removed/polished off with fine wet'n'dry.

The weak parts are the aluminium uprights, they are soft and easily twisted.

I wouldn't blast it with anything except glass bead - because of the aluminium.

I found that a soft to medium wire wheel on the bench grinder worked fine for me , just don't get to heavy handed with it tho . Treat it as Giltech suggests then etch prime plus a fine coat of spray putty  should bring them up pretty good . Time & patience works wonders .
