Lower radiator support panel welding tips

Hello people. I'm going to be welding in a lower radiator replacement panel. Nearly rust free! Any tips for the job from people who have already done it? Weld all around the outside or drill holes and plug weld it?

Personally I'd always drill and plug weld to match the original construction as closely as possible. My 2c worth anyway.

Yep, drill and plug weld. Much neater and closer to original finish

After I've plug welded it do I need to seam seal the edges to stop it rusting out again?
