Oil Pan Clamp (Keeper)

Hi all, So I'm doing my oil pan gasket at the moment and my oil pan has this thing on it (well the black part anyway)

I'm wondering what the point of it is as it only goes around one corner of the oil pan.

There are a couple of bits of this,

It helps spread the load of the bolts and helps to make a better seal of the gasket, usually installed dry.

If using sealant, ( Three Bond is best) no real need for them, but seal both sides of gasket

I find it weird that it only goes around half of the sump though? Wouldn't it be better if it went all the way around?

That's what I was thinking, I put a proper gasket in but it just seems pointless going around half of it...
