How To Do The Tar Fills In The Rear Quarter?

i noticed while taking off rear quarter that there's a line of tar all along the wheelarch edge is this the way they used to do in the 70s? what are people using for this joint currently? i was just going to run the white sealant along the edge prior to welding the quarter in
