I just noticed this topic, maybe too late for the answer but here goes.
I am a VASS signatory and i must say no matter what you read or are told you must consult a signatory
before you do any structural mods whatsoever.
If the vehicle is to be Vic registered the compliance requirements are the same weather it be full rego or the new Club Modified.
Do not take the chance and believe what people think they know, the laws are now firm but are realistic if you follow them.
