Locking the dizzy is pretty easy. Just find where the rotor attachment pivots on the main shaft and weld it together. If I get a chance I'll look for my old dizzy that I used before I swapped to DIS, and take a picture of what I did.

I also used a Delco ECM (factory GM), to run my turbo L28 conversion.

So far by trap speed calculations I was at about 200 wheel HP, and have only improved since then. Somewhere around 150 rwKw if I remember my conversion correctly. This is non intercooled and around 10 PSIG on a stock P90/F54 N/A combination, with an N47 intake, modified for 14mm O-ring injectors.

With the dissy, would just disconnecting the vac line to the diaphragm stop it advancing?

locking the dissy is something I completely forgot about....

No because the dizzy also has mechanical advance, hence you need to lock the actual distributor body as described previously.

In my NA race motor I don't run vacuum advance, just mechanical, and have had the dizzy regraphed to suit the motor, that is the amopunt of advance is modified from standard by adjusting the amount of movement available.
