Does anyone know how much an uvp cost for 28 days?

Give VicRoads a call. 
According to their site (http://www.vicroads....hiclePermit.htm) it varies by where the car is garaged.

I don't recall them being overly expensive.

Also make sure to read the conditions.

I believe it's $31 + $1 for every additional day soo $31+$27.

You can only drive it between 7am-7pm only for the purpose of obtaining a RWC or registering the vehicle at vic roads.

Last time I got one it cost me roughly $70 for 28 days. You don't need a permit to drive from your house to Vicroads as long as the reason you are driving to Vicroads is to get the car registered.

Lucky bastards. S.A. is $57 for one day, and you have to have to and from addresses printed onto the sheet they give you.

Cheaper to hire a trailer.

from memory i paid  around 60 bucks

Vic has them too.  That's a single trip permit - but if I recall it's only A$27 (don't know what that equates to in SA pesos)
