looks like 2 holes across the top, with a captive nut behind each hole

in my one, there's hole right in between these

you can see the hole in the scoop

there it is again

what's behind it?

is that original or not?

On my '74 there are in fact 4 holes in both the sugar scoops and the valance corners, only two of which are used with the captive nuts. I presume the extra holes are provided for panel alignment leverage, well that's what I found them useful for.

Maybe the panel you first depicted is off a very early car and they didn't provide alignment holes if that's what they are there for?

My spares have just the three just as per your other images.
