what does the cooling block connect to??

You are supposed to run the return line through them to cool the carbs my knowledge. Probably just a big old fuel heater on an the L-series.

As Jake said, you are meant to run the return fuel line through them.

Fuel is often used as a part of the cooling system.

But given that there is red hot extractors right underneath. I, as many others, don't use them.

Just blank them off to keep them clean.

Sound like a fuel cooler would be a good idea, particularly in a hot climate.
